Solution
Remove ORACLE_HOME environment variable.
Scenario
I installed 10g Dev Suite on the same XP box where I had 10.2 db previously installed. Now TNSListener service failed to start.
Installation locations:

* hosts:
127.0.0.1 localhost 10.10.10.10 mybox
